Duties and Responsibilities: Safely deliver meals and documents to elder’s homes.
Maintain transportation records and enter meals into spread sheet.
Other duties as assigned.
Qualifications: Hi Must have a valid Alaska Commercial Driver’s License
Must be knowledgeable of Bethel streets, roads, subdivisions, and the community area.
Have physical ability to lift at least 50 lbs.
Have ability to accurately maintain the daily records of mileage and services.
Able to perform annual, pre- and post-trip inspections of vehicle, and to ensure safety.
Have the ability to understand and follow oral and written instructions.
Microsoft Word and Excel experience preferred.

Must be able to pass background check.

Job- Environmental Program Coordinator

Department: Natural Resources
Job Title: Environmental Program Coordinator
FLSA Status: Exempt
Salary Range: $18.00 Beginner/or DOE
Supervisor: Director of Natural Resources

General Description: The Environmental Program Coordinator works under the supervision of the Natural
Resources Director. He/she is responsible for managing the oversite of the Environmental Programs. He/she
will collaboratively coordinate the supervision of the Environmental Technician and Brownfield Coordinator in
efforts to supplement environmental activities and assignments as addressed in the IGAP and Brownfield
Work Plans. He/she will conduct outreach based on environmental education and awareness practices.
He/she is responsible for preparing and applying for federal grant proposals, submitting all reportable
documentations in a timely manner. He/she will build professional programmatic core capacity strength
through a series of establishing partnerships, networking with local organizations and outside resources,
attending region-wide and nationwide trainings and meetings through the environmental network while
representing OTNC tribal interests.
The Environmental Program Coordinator is responsible for prioritizing work plan commitments, continue
practices in collaboration & planning environmental education, supervise, hire and train employees and
interns in the OTNC Environmental Program, a division of the OTNC Natural Resource Program.

Duties and Responsibilities: Oversight of a comprehensive environmental program to enhance quality of life
for ONC’s tribal membership to include the following:
• Supervise the Brownfield Environmental Program and Environmental Technician and other
environmental programs under the OTNC.
• Research and pursue additional funding opportunities to further the development of the OTNC
Environmental Program.
• Implementation and maintenance of air and water quality monitoring projects to obtain baseline data
information systems
• Demonstrate implementation skills based on environmental education and awareness practices for the
community of Bethel through the IGAP program & work plan.
• Build capacity partnerships at the professional level with local and outside resources through the
environmental network.
• Create environmental plan, conduct and supervise environmental assessments, seek training
supported by the environmental program to supplement administration and program capacity
• Work well with related tribal organizations, local organizations, and governmental entities and outside
resources based on environmental issues.
• Collaboratively continue building and enhance the OTNC Environmental Program in accordance with
the identified needs and priorities as established by environmental assessments and constituency
concerns prioritizing the protection of human & environmental health for our tribal community.
• Other program duties as assigned by the Natural Resources Director
Qualifications: High School diploma or greater. Knowledge or experience in conducting survey assessments,
policy development and procedures of state and federal environmental programs. Ability to work well with
related tribal organizations and other governmental entities on environmental issues. Self-motivated
individual able to carry out program activities and represent agency interests without direct or daily
supervision. Good computer, data compilation, communications and grant writing skills. Must have a valid
driver’s license and be willing/able to travel when necessary.

Job- Grants/Compliance Officer

Grants & Compliance Officer
Summary Job Goal: The Grants and Compliance Officer provides administrative infrastructure to organize, manage and oversee the quality management of ONC’s diverse grants and contracts portfolio. Initiate, plan, develop, review and implement new policies, programs, and functions related to grants to ensure accountability and efficiency. Provide outstanding administrative and technical guidance, service and support to ONC staff responsible for sponsored programs. Consult, advise and collaborate with the Executive Team and Program Directors to address critical grants and contract issues.

Performance Responsibilities: include the following. Other duties may be assigned.
Pre-Award Functions:
• Provide feedback to directors in the development of grant proposals and advise them of salary schedules and practices, purchasing and travel procedures, current indirect rates, allowable in-kind contributions, staff benefit options, and all manner of regulations of various granting agencies.
• Review grant awards to ensure conformity with established ONC proposals, practices and assure agency ability to adhere to grant requirements.
Post-Award Functions:
• Stay abreast of current requirements and best practices and disseminate information to relevant staff as requested.
• Manage and monitor all post-award activities for sponsored project, grants and contracts to assure timely and cost-effective compliance with applicable regulations and requirements.
• Coordinate, review and maintain proactive management of quarterly reports in collaboration with ONC’s Department Directors on current, inactive, pending projects and any aged receivables.
• Prepare internal and donor expenditure reports on a monthly, quarterly as well as annual basis.
• Request draw-downs as needed for cash flow as determined by Accounting.
• Review and monitor expenditures to ensure they are expended within agency and award guidelines.
• Provide timely and accurate reports of project receipts and expenditures to relevant staff. May assist with planning future expenditure requests.
• Monitor progress and non-financial reporting requirements for compliance with appropriate Circulars.
• Liaise with various funding agencies, accounting staff and auditors in matters relating to sponsored programs.
• Coordinate audits and compliance reviews by external auditors.
• Work with the Directors and Officers to draft and carry out a formal and systematic approach, procedures, and guidelines for grant and contract administration.
• Work with directors to ensure documentation of cost sharing or in-kind matches required by awards and set-up segregated accounts if required by the award.
• Work with directors to prepare and complete any necessary changes in scope of work, relevant staff changes, budget changes, requests for supplemental funding, no-cost extension requests, etc.
• Review cost transfers, budget revisions, carryovers and assist with and monitor closeout activities.
• Develop and implement a calendar/suspense system for post-award management and reporting and notify directors of upcoming due dates.
• Coordinate with ONC’s Departments to maintain corporate records for federal, state, and private foundations grants and contracts, memoranda of agreement and any required property management records.
Accounting Specific Functions
• Responsible for working the grant and account code structures, budgets, purchasing, encumbrances, AP/AR and payroll as it pertains to the grants being monitored.
• Work with the Accounting department to reconcile the accounts to the Grant, GL, and balance sheets on a monthly or quarterly basis as determined by the Accounting department.
• Provide department directors with regular budget updates.
• Assist with developing and the management of the internal controls and systems for the grants.
• Assist the Comptroller with audits, reviews and reports as need.
Other Functions
• May assist in coordinating the compilation of early data needed for upcoming project proposals.
• Develop and present in-house training and materials on grant and contract management.
• Assist with preparation of indirect proposals.
• Maintains strict confidentiality of departmental information.
• Other duties as assigned.

EXPERIENCE: Must have a Bachelor’s degree in Accounting, Public Administration, Business or related field from an accredited university or ten (10) years of related experience in financial monitoring, budget development, management of grants, financial reporting, monitoring and successfully performing duties. Experience in developing and carrying out complex policy, program, project, administrative and budget plans. Demonstrated knowledge of budgeting and accounting, budgetary control, monitoring, reporting and auditing. Advanced analytical skills. Demonstrative effective decision-making, negotiations and mediation skills. Strong interpersonal skills to interface and work with all levels within and outside of ONC. Excellent written and verbal communication skills. Ability to work independently and instruct, supervise and evaluate employee(s). Must be detail oriented and proactive. Flexible and adaptable to changing priorities. Computer proficient.

Supervisor:     Environmental Program Coordinator

General Description: The Environmental Assistant Technician works under the supervision of the Environmental Program Coordinator through the Indian General Assistance Program (IGAP). He/she will assist the Environmental Program Coordinator in preparing federal grant proposals and submitting required reports when necessary. He/she will collaboratively coordinate with the Environmental Coordinator and Brownfield Coordinator in efforts to implement environmental activities and assignments as addressed in the IGAP Work Plans, conduct outreach based on environmental education and awareness practices according to the IGAP Work Plans. He/she will receive training region-wide and nationwide and any trainings pertaining to the IGAP Program. He/she will compile environmental data; build administrative capacity & resource development through the environmental network while representing OTNC tribal interests.


  • High School Graduate or equivalent
  • Comfortable with computer, experience with word, excel, internet and e-mail system.
  • Strong organizational and communication skills.
  • Must have driver’s license.
  • Familiar and comfortable with the native community of Bethel.
  • Intimate knowledge of Yup’ik culture and lifestyle
  • Demonstrates successful experience working with the general public in a positive, attentive manner, and compatible to the level of respect required by OTNC staff.
  • Demonstrate a successful working relationship with other staff employees in capacity building
  • Self-motivated individual able to carry out program activities and represent agency interests without direct or daily supervision.
